2021 Recycling Audit and Recycling Industry Counseling Project of Kaohsiung

In order to ensure the fairness and consistency in the law enforcement of the upstream registration, declaration, and payment as well as the smooth recycling channels for the downstream vendors, "2021 Recycling Audit and Recycling Industry Counseling Project of Kaohsiung City " (hereinafter referred to the Project) was promulgated by the Environmental Protection Bureau of Kaohsiung City Government in accordance with the Waste Disposal Act. In addition to entrusting Protect-Eco Technology & Consultants Co., Ltd. to assist with the project execution, full-time human resources including "1 stationed project manager", "2 stationed project engineers", "3 project auditors",were assigned in accordance with the contract to push this project together. This project started on December 25, 2020 (the next day the bid was awarded) and ended on November 30, 2021, for a total of 11.2 months. Each work detail of this project was carried out on schedule with quantified results provided as below: 1.Audit Works for Resource Recycling (Waste Sorting) Regarding audit works for resource recycling and waste sorting at the place of discharge, a total of 271 community buildings, schools and institutions have been checked, among which 165 were found to be inaccurate with their waste sorting at the places of discharge. After on-site consultation, improvements have been made. The plan started on May 6, 2021 to October 21, 2021, and carried out garbage sampling and analysis of 15 trips, and mainly focused on the garbage trucks entering the administrative districts of the Central and Southern District incineration plants, and each person was For those who have a high volume of garbage removal and transportation, the sampling trains focus on the mixed route of households and businesses. 2.Documentation and Management by Recycling Business Operators During the project period, the Environmental Protection Bureau of Kaohsiung City Government was assisted with the reviews of 21 recycling business operator registrations and applications. During the project period, a total of 74 registered recycling business operators have been guided to report their business volumes to the designated website of the Environmental Protection Administration before the 15th day of each month. During the on-site inspection and counseling, a total of 154 on-site inspections were carried out for the registered recycling business operators. In cooperation with the relevant government agencies, a total of 250 inspections were carried out for the loot and theft in the recycling business operators. So far, no violations have been found. A total of 65 fire-fighting visits and coaching sessions were conducted for registered recycling and unregistered recycling industries within the jurisdiction, and one more briefing session on laws and regulations and one fire-fighting workshop and drill were conducted. 3.Audit Works for Business Operators in Charge and Other 14 Large Vendors There are 3 major achievements in the management of business operators in charge: 1. a total of 271 cases required by EPA correspondence were closed; 2. a total of 199 cases from other counties or cities were closed; 3. a total of 120 violating products sold on the market within the jurisdiction were actively investigated. All cases were tracked in accordance with the requirements of the Environmental Protection Administration and most of the business operators cooperated to make improvement after receiving consultations and guidances. During the project, audits and consultations were carried out for 3,506 times on the business operators (with 408 times for 8 major vendors, 1,458 times for chain drink stores, 516 times for convenience stores, 60 times for lighting sellers, 77 times for supermarkets, 53 times for chain cosmetics retailers, and 934 times for electronic appliance sellers). 4.Counseling and Management for Electronic & Electric Sellers During the project period, a total of 66 and 934 on-site checking and counseling works were provided to the electronic & electric recyclers and the electronic & electric sellers, respectively. Among 33 business operators, a random sampling of 3,000 joint forms was carried out and 7 business operator was found unable to keep the joint form safe and lost it. A warning ticket was issued to remind the business operator to follow the laws and regulations. 5.Assessment for Assisted Recycling Performance To assist the Environmental Protection Administration of the Executive Yuan, Environmental Protection Bureau of Kaohsiung City Government convened a review meeting for the assessment of recycling performance on February 1, 2021 and write annual results reports and review meeting presentation based on the results of various recycling performances in 2020.
